On September 26, 2019, the ministerial conference on Libya jointly advocated by France and Italy was held at the United Nations (UN) headquarters in New York. Foreign Minister Jean-Yves Le Drian of France and Foreign Minister Luigi Di Maio of Italy chaired the conference. Vice Foreign Minister Ma Zhaoxu attended and addressed the function.

Ma Zhaoxu expressed, the political settlement is the only way out for the Libyan issue. The Chinese side appreciates the efforts of Secretary-General António Guterres and Special Representative Ghassan Salamé to promote the political settlement of the Libyan issue, and supports the UN in continuing to play an important role. It is hoped that all parties in Libya will actively promote the Libyan-owned and Libyan-led political settlement process, realize ceasefire as soon as possible, and return to the track of solving the issue through peaceful dialogue and consultation.

Ma Zhaoxu said, the international community should play a constructive role in promoting the ceasefire and resumption of dialogue between the parties concerned in Libya. All sides need to respect Libya's sovereignty, independence and territorial integrity, and give full play to the special role of the African Union (AU) and the League of Arab States (LAS) in mediating conflicts in Libya to form a joint force with the UN. The Chinese side is willing to make positive contributions to restoring peace and stability in Libya and carrying out the post-war reconstruction.

UN Secretary-General António Guterres, Special Representative of the UN Secretary-General for Libya Ghassan Salamé, and others from Egypt, Turkey, the United Arab Emirates, Russia, the AU, the LAS and the European Union were present.
