Xi Jinping Holds Talks with President Paul Biya of Cameroon<br> The Two Heads of State Agree to Elevate China-Cameroon Relations to Higher Levels

On March 22, 2018, President Xi Jinping held talks with President Paul Biya of Cameroon at the Great Hall of the People. The two heads of state agreed to give full play to such advantages as the profound foundation of the friendship and great potential for cooperation between the two countries, so as to elevate China-Cameroon relations to higher levels.

Xi Jinping pointed out that President Paul Biya is a senior African leader and also an old friend of the Chinese people. Mr. President is the first head of state of an African country to visit China and also the first visiting foreign head of state after the "Two Sessions" of China this year. Cameroon is a traditional friendly country and an important cooperative partner of China in Africa. Since the establishment of diplomatic relations between the two countries 47 years ago, the two countries have always respected each other, treated each other equally as well as understood and supported each other on issues concerning respective core interests and major concerns. The friendship between China and Cameroon is deeply rooted in the hearts of the two peoples. China is willing to work with Cameroon to deepen bilateral cooperation, enhance the strategic significance of China-Cameroon relations and elevate China-Cameroon relations to higher levels, so as to bring more benefits to the people of the two countries.

Xi Jinping stressed that China and Cameroon should maintain exchanges at high level and across all levels and continue firmly supporting each other on issues concerning respective core interests and major concerns. China supports Cameroon in independently choosing its development path. Both sides should expand trade exchanges and enhance mutually beneficial cooperation in major areas. China supports Cameroon in speeding up its process of industrialization and encourages capable Chinese enterprises to invest and establish business in Cameroon. Both countries should continue intensifying people-to-people and cultural exchanges and boosting people-to-people bonds. China is willing to, together with Cameroon, reinforce cooperation in the field of peace and security and international affairs, in a bid to well safeguard the common interests of Africa and developing countries. China welcomes Cameroon to actively participate in the "Belt and Road" construction and make joint efforts with China to promote the building of a new type of international relations featuring mutual respect, fairness, justice, and win-win cooperation as well as a community with a shared future for mankind.

Xi Jinping pointed out that China and Africa have always enjoyed sincerity, friendship, solidarity and cooperation over the past decades and become a community with a shared future sharing weal and woe and a community of common interests with win-win cooperation. China upholds the values of friendship, justice and shared interests as well as pursues the concept of policy towards Africa featuring sincerity, real results, affinity, and good faith. The essence of China-Africa cooperation is to closely combine the development of China with assisting the development of Africa to realize win-win cooperation and common development. No matter how the international landscape may change and what stage of development China may reach, China will always stand together with African countries and other vast number of developing countries, and always remain a sincere friend and reliable partner of Africa.

Paul Biya once again extended sincere congratulations to Xi Jinping on his election as President of China on behalf of the Cameroonian government and people. Paul Biya expressed that built on the basis of mutual respect, the long-lasting Cameroon-China friendship has withstood the test of time. China's long-term and friendly assistance has promoted economic and social development in Cameroon and brought direct benefits to the Cameroonian people. The Cameroonian side is committed to strengthening strategic cooperation between Cameroon and China, and welcomes Chinese enterprises to increase investment in Cameroon in a bid to promote the development of Cameroon in such fields as industry, agriculture, energy, transportation, social housing, and new technology. The country highly appreciates the "Belt and Road" initiative and supports cooperation within the framework of the Forum on China-Africa Cooperation. China's policy towards Africa is widely acclaimed by Africa. Cameroon firmly supports the one-China policy. Both Cameroon and China advocate respect for all countries' sovereignty, non-interference in domestic affairs and maintenance of world trade rules, and share broad common interests and stances in international affairs. The Cameroonian side stands ready to intensify exchanges and cooperation with China within the United Nations and other multilateral frameworks.

After the talks, the two heads of state jointly witnessed the signing of bilateral cooperation documents in such fields as economic and technological cooperation, human resources development, infrastructure construction and production capacity cooperation.

Prior to the talks, Xi Jinping held a welcoming ceremony for Paul Biya at the North Hall of the Great Hall of the People. President Xi Jinping's wife Mme. Peng Liyuan, Member of the Political Bureau of the Central Committee of the Communist Party of China Yang Jiechi, Vice Chairwoman of the Standing Committee of the National People's Congress Shen Yueyue, State Councilor and Foreign Minister Wang Yi, Vice Chairmen of the National Committee of the Chinese People's Political Consultative Conference Zhang Qingli and He Lifeng, and others were present.
