Huang Ju Holds Talks with Guinean Prime Minister Diallo

On November 18, 2005, Vice Premier of the State Council Huang Ju held talks with Guinean Prime Minister Cellou Dalein Diallo at the Guinean Prime Minister's Palace. Both sides exchanged broad and in-depth views on bilateral relations and international and regional issues of common interest, indicating that they will continue efforts to push for progress of bilateral friendly cooperative relations.

Huang made positive comments on bilateral relations. He said that the friendship between both peoples goes back to ancient times and bilateral relations hold a special status in China-Africa relationship. Guinea was the first African country south of Sahara to establish diplomatic ties with China, as well as the state visited by the Chinese leader on the first African tour 41 years ago. Since the establishment of diplomatic ties 46 years ago, both sides have always been advancing development of bilateral relations in the principle of mutual respect and equality and shown mutual support and assistance during the long-term friendly exchanges with mutual political trust continuously deepened and new achievements of expanded cooperation in economy, trade and other areas. Both sides have also maintained close coordination in international affairs and become sincere friends. China is satisfied with sound development of bilateral relations.

Diallo said that the Guinean government and people always hold friendly feelings towards China. Since the establishment of diplomatic ties, both sides have shown respect and support for each other and their friendly cooperation, which has been continuously strengthened, has scored remarkable achievements and brought tangible benefits to both peoples. Guinea was one of the first African countries to establish the Embassy in Beijing, as well as one of the first states to receive the Chinese leader on an African tour. Guinea has given active support for China to resume its legal seat in the UN. All these are epitome of bilateral friendly cooperation. The Guinean government and people thank for China's years of disinterested and generous assistance.

Huang said that both sides are developing countries and deepened bilateral relations enjoy a sound political basis. Both economies are highly complementary to each other and have huge cooperation potential and broad prospect. China would like to work with Guinea in the following aspects to push for continuous development of bilateral relations and mutually beneficial cooperation and bring benefits to both peoples. First, to strengthen political exchanges, push for personnel contact between governments, parties and parliaments of both sides, build up mutual understanding and friendship and further cement the political foundation of bilateral friendship. Second, to expand economic and trade cooperation and enrich connotations of bilateral relations. Both sides should continue conducting cooperation between the two governments, strongly push for investment cooperation between businesses, expand cooperation area and promote common development. China will actively encourage Chinese businesses with strength and good reputation to invest in Guinea and conduct mutually beneficial cooperation in various areas and in manifold forms. Both sides should give a role to bilateral mixed committee on economy and trade to jointly create more favorable conditions for mutually beneficial cooperation. Third, to strengthen bilateral consultations and cooperation in international affairs and jointly safeguard unity and common interest among the great majority of developing nations. Fourth, to actively advance cooperation in human resources development and other areas to inject new vitality into development of bilateral relations. Fifth, to strengthen cooperation within the framework of China-Africa Cooperation Forum and push for steady development for the cause of China-Africa friendship. During the UN Summit this September, Chinese President Hu Jintao announced China's five major measures to support accelerated development of developing nations. China would like to work with Africa to implement these measures in a bid to deepen China-Africa comprehensive cooperation and promote common development.

Diallo expressed full agreement with Huang's suggestions. He said that since the establishment of diplomatic ties, in particular in recent years, the international situation and the internal situations of both sides have undergone profound changes. Under this new situation, to strengthen bilateral cooperative relations conforms to interest of both peoples. Guinea would like to make joint efforts with China to build up mutual political trust, expand cooperation area and tap to the full cooperation potential according to the need of the changing situation, so that bilateral traditional friendship and friendly cooperation will achieve continuous development. Guinea attaches great importance to and appreciates the five important measures announced by President Hu Jintao, since they reflect China's sincere aspiration to commit to assisting developing nations including African ones with their development. Guinea would like to continue to play an active role in promoting Africa-China relations.

Huang indicated that the Taiwan question involves China's state sovereignty and territorial integrity. China appreciates the Guinean leaders and government for resolutely adopting the one-China policy and supporting China's grand cause of reunification and believes that China will continue to win staunch support from Guinea on this issue related to China's core interest.

Diallo noted that since its independence, Guinea has always pursued the one-China policy. On behalf of President Conte and the Guinean government, Diallo reaffirmed once again that his country will never change its one-China policy.

Following the talks, Huang and Diallo jointly attended the signing ceremony of 6 cooperation documents including the agreement on economic and technological cooperation and the agreement on promoting and mutually protecting investment between both sides.

On the night of the same day, Huang attended the welcoming banquet held by Diallo. Huang addressed the banquet and indicated that China attaches great importance to furthering China-Guinea and China-Africa relations and would like to continue taking China-Africa Cooperation Forum as a platform and making relentless efforts with African countries including Guinea to establish a new-type partnership marked by long-term stability, equality, mutual benefits and common development. It is believed that China-Guinea and China-Africa friendly cooperation will bear more fruitful results.
