On March 3, 2016, Vice Foreign Minister Zhang Ming met with Foreign Minister Artur Silva of Guinea Bissau who was leading a delegation of the cadres of the country's political parties to visit China at the invitation of the International Department of the Central Committee of the Communist Party of China.

Vice Foreign Minister Zhang Ming extended welcome to Artur Silva and his delegation and said that China values its friendly relations with Guinea Bissau and will enhance high-level exchanges and boost political mutual trust with Guinea Bissau. China will, based on the ten cooperation plans put forward at the Johannesburg Summit of the Forum on China-Africa Cooperation, strengthen cooperation with Guinea Bissau in such fields as agriculture, fishery, infrastructure construction and human resources training so as to achieve common development.

Artur Silva spoke highly of China's selfless support and help to the development of Guinea Bissau and reiterated that Guinea Bissau will stick to its one-China stance and commit to developing friendship with China and expects bilateral mutually beneficial cooperation to be constantly enhanced.
