Hu Jintao Holds Talks with Mozambican President Guebuza

On the morning of August 10, 2011, Chinese President Hu Jintao held talks with Mozambican President Armando Emilio Guebuza at the Great Hall of the People. The two heads of state exchanged in-depth views and reached broad consensus on bilateral ties and issues of common concern.

Hu said over the past half a century, China-Mozambique friendship has experienced many trials and tribulations and displayed a new vitality. In the new century, both sides have maintained frequent high-level exchange of visits, continuously expanded cooperation on politics, economy, trade, culture, education and public health and achieved fruitful results. The Chinese side is satisfied with the all-round development of bilateral ties.

Guebuza said Mozambique and China have enjoyed a very friendly relationship. He noted that China has given great support and assistance to the Mozambican people in their struggle to achieve national independence. He added that President Hu's visit to Mozambique in 2007 injected fresh vigor into bilateral relations. Recent years have witnessed frequent high-level visits, enhanced pragmatic cooperation in all areas and close coordination in international affairs between the two countries. The Mozambican government has always adhered to the one-China policy.

Hu said China attaches great importance to developing ties with Mozambique and is reedy to deepen bilateral friendly cooperation in the following four aspects. First, Hu said the two countries should carry out close exchanges to enhance political trust. The governments and relevant departments of the two countries should jointly implement consensus reached by both sides and relevant cooperation documents. The legislatures and ruling parties of the two countries should strengthen friendly communication in various forms and through various channels in order to exchange their experience in governing their respective countries, Hu said. Second, the two sides should advance pragmatic cooperation by expanding areas of cooperation, the Chinese president said. China is ready to work with Mozambique to adhere to the principle of mutual benefit, win-win outcome and common development and carry out the under-construction projects and the projects already agreed upon in order to ensure that the projects will be completed with a high standard of safety, quality and efficiency. The two countries should advance new cooperative projects at a steady pace and in a gradual manner. Hu said China is ready to help with Mozambique's national development by encouraging competent Chinese companies to invest in the country. China is ready to expand cooperation with Mozambique in the areas of infrastructure, agriculture and manufacturing in order to make greater contributions to the development of the East African country. Third, Hu said, the two countries should expand cultural and people-to-people exchanges in order to increase popular support for the development of bilateral ties. China places importance on cooperation with Mozambique in the areas of human resources, television and radio, local government administration and people-to-people contacts. He called for peoples of both nations to strengthen exchanges, especially between younger generations. Fourth, the two countries should step up cooperation in the international arena in order to safeguard their common interests, Hu said. The two sides should make full use of the international institutions and multilateral mechanisms of the United Nations, the World Trade Organization and the China-Africa Cooperation Forum in order to strengthen cooperation on regional and international issues and join hands to safeguard the interests of both countries, as well as other developing countries.

Guebuza fully agreed with Hu's opinions on further advancing bilateral ties. He said Mozambique regards China as an important cooperative partner in its process of development. Guebuza said Mozambique is ready to enhance political mutual trust and bilateral contact with China. He expressed willingness to expand pragmatic cooperation with China in the areas of trade, economy, agriculture, fishery, science, technology, environmental protection, infrastructure, public health, educational training and human resources development. Guebuza said Mozambique is ready to reinforce the foundation of bilateral cooperation, expand cooperative channels, enhance friendship between the peoples of both countries and continue to advance friendly cooperative relations.

President Hu said China is deeply concerned about the recent large-scale famine caused by severe droughts in the Horn of Africa region, saying China will provide the devastated countries with emergency aid. Hu said that as a friend of Africa, China places importance on the continent's concerns and interests. He said China supports economic and social development in Africa, as well as its efforts to safeguard its own legitimate rights and interests in the international arena. China supports the efforts by African countries to peacefully resolve domestic issues in an African way through dialogue and consultation. "China is ready to work with African countries to improve the mechanism of the China-Africa Cooperation Forum and deepen the new type of strategic partnership between China and Africa by adhering to equal treatment, mutual support, mutual benefit and win-win outcome and advancing with the times," Hu said.

Guebuza said China and Africa share a deep-rooted and time-honored friendship. Over the years, China has provided a great deal of disinterested assistance for the economic and social development of Africa and played an active role in safeguarding Africa's rights and interests in the international arena. Mozambique highly appreciates what China has done for Africa and is ready to work with China to strengthen the new type of strategic partnership between Africa and China.

The two presidents attended a signing ceremony for a number of cooperative agreements between the two countries after their talks concluded. Prior to the talks, President Hu held a welcome ceremony for Guebuza's visit at the North Hall of the Great Hall of the People. President Hu's wife Liu Yongqing, Vice Chairman of the Standing Committee of China's National People's Congress (NPC) Sang Guowei, State Councilor Dai Bingguo, Vice Chairman of the CPPCC National Committee Abulahat Abdurixit, Vice Chairman of the Central Committee of Jiusan Society Shao Hong, Minister of the National Development and Reform Commission Zhang Ping, Minister of Commerce Chen Deming, Vice Foreign Minister Zhang Zhijun and Chinese Ambassador to Mozambique Huang Songfu attended the welcome ceremony.
