On June 25, 2019, President Xi Jinping held talks with President Yoweri Museveni of Uganda who was in China for a working visit at the Great Hall of the People. The two heads of state agreed to lift China-Uganda relations to a comprehensive cooperative partnership.

Xi Jinping praised the important contributions Yoweri Museveni has made as a senior African politician to pushing forward China-Uganda relations and China-Africa relations. Xi Jinping pointed out that at present, China-Uganda relations are at their best in history, with continuous enhanced political mutual trust, fruitful results in practical cooperation, and close coordination in international and regional affairs. The Chinese side is willing to work with the Ugandan side to take the joint building of the Belt and Road Initiative and the implementation of the follow-up actions of the Beijing Summit of the Forum on China-Africa Cooperation (FOCAC) as an opportunity to promote bilateral relations for constant development and better benefit the two peoples.

Xi Jinping emphasized that China and Uganda should continue to understand and support each other on issues related to each other's core interests and major concerns. The Chinese side firmly supports the Ugandan side in exploring a development path with Ugandan characteristics, and is willing to strengthen exchanges with the Ugandan side on the experience of state governance and administration, deepen alignment on the eight major initiatives of the FOCAC Beijing Summit and reinforce cooperation in areas such as infrastructure construction, trade, energy, agriculture, epidemic prevention and control, human resources, industrial parks and tourism. We also encourage Chinese enterprises to invest in Uganda in accordance with market-oriented principles, so as to promote better implementation of the results of the FOCAC Beijing Summit in Uganda at an early date. The Chinese side appreciates the positive role played by the Ugandan side in maintaining regional peace and stability and supports Uganda's efforts to safeguard its own security. The two countries should jointly and clearly oppose protectionism and unilateralism, safeguard the international system and international order with the United Nations (UN) at the core, and commit themselves to building a new type of international relations and a community with a shared future for mankind.

Yoweri Museveni expressed that China has long been a good friend with Africa. During the national independence and construction of Africa, China provided precious help for Africa. Uganda admires the huge development achievements China has made since its reform and opening up, and is willing to learn the experience in state governance and administration from the Communist Party of China. The Ugandan side hopes to take the establishment of bilateral comprehensive cooperative partnership as an opportunity to deepen cooperation in a wide range of areas with the Chinese side. Unilateralism is very dangerous, and Uganda and China should strengthen communication and coordination in the UN and other multilateral affairs.

After the talks, the two heads of state jointly witnessed the signing of bilateral cooperation agreements.
