On April 21, 2009, Chinese Premier Wen Jiabao held talks with Albanian Prime Minister Sali Berisha at the Great Hall of the People.

Wen said Albania was China's traditional partner in southeast Europe, and in the new situation, inheriting and developing the Sino-Albanian friendship and expanding mutually beneficial cooperation was a common aspiration of both peoples and was also consistent with the trend of the time. The Chinese government is ready to work with the Albanian government to actively implement the spirit set forth in the joint statement on deepening the traditional friendly relations and enable the bilateral friendly cooperation to make continuous progress.

Wen put forth a four-point proposal to further cooperation with Albania. First, both sides should take the opportunity of the 60th anniversary of Sino-Albanian diplomatic ties to increase exchanges at all levels and people-to-people contacts and to cement the political and public opinion foundation of bilateral ties. Second, both sides should conduct pragmatic cooperation based on equality and reciprocity and put more emphasis on cooperation in the areas of information technology, energy, infrastructure, and mining exploration. The Chinese government supports its businesses to offer high/new technological products to Albania and expand investment in the country. China is also ready to continue providing assistance to Albania within its ability. Third, both sides should expand cooperation in the areas of culture, public health, agriculture and tourism to enrich bilateral ties. Fourth, both sides should strengthen coordination in the United Nations and other international organizations to safeguard the interests of developing nations and unity of the United Nations.

Berisha said he was happy to visit China during the 60th anniversary of Sino-Albanian diplomatic ties and to attend the Boao Forum for Asia (BFA) which is currently of great significance to Asia and the world at large. He said the traditional friendship between Albania and China is deeply rooted in the hearts of both peoples and both sides have always maintained sound cooperative relations. Albania valued relations with China and was thankful for China's long-term disinterested assistance. He also spoke highly of China's enormous development achievements.

Berisha agreed with Wen's proposal on developing Albania-China ties, vowing to take the opportunity of the 60th anniversary to deepen the traditional friendship, expand cooperation on economy, energy resources, and culture and promote coordination in the United Nations and other international organizations, in a bid to push forward the traditional friendly cooperative relations.

Following the talks, the two countries issued a joint statement on deepening the traditional friendship and also attended a signing ceremony of bilateral cooperation documents concerning culture and public health.

Prior to the talks, Wen held a welcoming ceremony for Berisha at the North Hall of the Great Hall of the People. Vice Chairman of the Central Committee of Jiu San Society Lai Ming, Minister of Commerce Chen Deming, Minister of Culture Cai Wu, Vice Foreign Minister Wang Guangya and Chinese Ambassador to Albania Wang Junling attended the welcoming ceremony.
