On August 4, 2011, Chinese Foreign Minister Yang Jiechi met with Albanian President Bamir Topi in Tirana.

Yang said in the meeting the purpose of his visit to Albania was to consolidate the traditional friendship and deepen bilateral cooperation between the two countries in various fields. Albania is one of the first countries to establish diplomatic ties with New China as well as one of the first countries to propose restoring New China's legitimate seat in the UN 40 years ago. "Although international and domestic situations in the two countries have undergone many changes, and bilateral relations have experienced ups and downs, the friendship between the two peoples lasts," Yang said. The development of China-Albania relations has gone beyond ideological differences. Both sides respect the diversity of civilization and development path and respect each other's choice of development path in line with their respective national conditions. China supports Albania to join the European integration and supports Albania to develop friendly relations with other Balkan countries. In the context of globalization, both countries are facing the common task of further development and there is great potential for cooperation between the two countries. China is willing to maintain high-level exchanges of visits, develop pragmatic cooperation and strengthen communication and cooperation in major international and regional issues with Albania.

Topi said Albania was happy with the important role that China had played on the world stage and grateful for the contributions China made to world peace and development. He said both countries shared profound traditional friendship and Albania was proud of the role it played in restoring New China's legitimate seat in the UN 40 years ago. Although bilateral relationship has seen ups and downs, history proves that Albania should always stand together with China. In the new situation, both sides need to strengthen cooperation so that bilateral relations will display a new vitality. At present, the bilateral political dialogue, economic and trade cooperation remain sound and Albania is committed to deepening bilateral pragmatic cooperation in various fields. The president reiterated that Albania would firmly pursue the one-China policy and that Taiwan is an inalienable part of China, adding that such a position will remain unchanged.

Both sides also exchanged views on China-EU relations, the situation in the Balkans and other international and regional issues.
