On the morning of October 16, 2023, Premier Li Qiang of the State Council held talks at the Great Hall of the People with Hungarian Prime Minister Viktor Orbán who is in China to attend the third Belt and Road Forum for International Cooperation and pay an official visit to China.

Li Qiang said that in recent years, under the strategic guidance of President Xi Jinping and Prime Minister Viktor Orbán, China-Hungary mutually beneficial cooperation has yielded fruitful outcomes, and set a good example for fostering a new type of international relations. China is ready to work together with Hungary to continuously translate the important common understandings reached between the leaders of the two countries into real actions, and be true friends supporting each other, companions for development and prosperity, and good partners with mutual understanding and amity, so as to better benefit the people of the two countries.

Li Qiang pointed out that China is ready to work with Hungary to consolidate the foundation of political mutual trust, and continue to firmly support each other's sovereignty, security and development interests. China is ready to promote closer alignment of the Belt and Road Initiative with Hungary's "Opening to the East" policy, and work together to promote the continuous upgrade of practical cooperation in trade, investment, finance and other fields. China will step up the Budapest-Belgrade Railway project and expand innovative cooperation in such fields as new energy, digital economy and artificial intelligence, and better help the two countries realize respective development goals. The two sides should deepen people-to-people and cultural exchanges in education, tourism and sports, among others, and consolidate the public support of bilateral relations. China is ready to strengthen communication and coordination with Hungary in multilateral fields, safeguard the common interests of the two countries, and make global governance more just and equitable. China's development is an opportunity rather than a challenge, and a driving force rather than a risk for Europe. Li Qiang expressed the hope that Hungary will continue to play a positive role in strengthening cooperation between China and the Central and Eastern European countries and promoting the development of China-Europe relations.

Viktor Orbán said that Hungary-China relations have a profound foundation. Hungary always abides by the one-China principle, and will continue to be committed to the friendly policy towards China, actively participate in Belt and Road cooperation, support connectivity, openness and cooperation, and oppose decoupling industrial and supply chains and isolation. Hungary is ready to work with China to take the 75th anniversary of the establishment of diplomatic relations between the two countries next year as an opportunity to deepen mutually beneficial cooperation in various fields, and promote further development of Hungary-China relations and cooperation between the Central and Eastern European countries as well as the EU countries and China.

After the talks, Premier Li and Prime Minister Orbán jointly witnessed the signing of multiple bilateral cooperation documents on Belt and Road cooperation, industry and investment, industrialization and information technology, education, customs, supply chains, development policies, digital economy, and green development, among others.

Before the talks, Li Qiang held a welcoming ceremony for Viktor Orbán at the North Hall of the Great Hall of the People.
