On March 15, 2016, Assistant Foreign Minister Liu Haixing who was in the Republic of Slovenia for the political consultation between the Ministries of Foreign Affairs of the two countries attended the Slovenian Electronic Think-tank Seminar and delivered a keynote speech. Over 70 people including Slovenian central government and local officials, foreign envoys in Slovenia, and experts and scholars attended the meeting.

The seminar was hosted by electronic think-tank of the new Amber Road and the new Silk Road areas, and chaired by President of the electronic think-tank and Director General of the Department for Strategic Analyses and Planning of the Ministry of Foreign Affairs Stanislav Rascan of Slovenia. All parties deeply exchanged views and discussed on " Belt and Road", "16+1 cooperation" and other issues.
