On 1 November 2013, President Xi Jinping and Premier Li Keqiang sent messages respectively to President Charles Angelo Savarin and Prime Minister Roosevelt Skerrit of the Commonwealth of Dominica, expressing warm congratulations for the 35th anniversary of the independence of the Commonwealth of Dominica.

President Xi Jinping said in the message that next year marks the 10th anniversary of the establishment of China-Dominica diplomatic relationship. I'm ready to work with you to push for greater development of China-Dominica friendly cooperative relations at a new historical starting point.

Premier Li Keqiang expressed in the message that China is ready to work with the Dominican side to deepen bilateral practical cooperation in all fields so as to benefit the two countries and the two peoples.

Dominica was originally a British colony and it declared independence in 1978.
