Joint Communiqué Between the People's Republic of China and Commonwealth of Dominica on the Establishment of Diplomatic Relations

The Government of the People's Republic of China and the Government of the Commonwealth of Dominica, in conformity with the interests and desires of the two peoples, have decided, through friendly talks, to recognize each other and establish diplomatic relations at ambassadorial level as of 23 March 2004.

The two Governments have agreed to develop friendly relations between the two countries on the basis of the principles of mutual respect for sovereignty and territorial integrity, mutual non-aggression, non-interference in each other's internal affairs, equality and mutual benefit, and peaceful co-existence.

The Government of the Commonwealth of Dominica recognizes that there is but one China in the world that the Government of the People's Republic of China is the sole legal government representing the whole of China, and that Taiwan is an inseparable part of the Chinese territory.

The Government of the People's Republic of China supports the Government of the Commonwealth of Dominica in its lofty cause of maintaining national independence and state sovereignty and developing its national economy.

The Government of the People's Republic of China and the Government of the Commonwealth of Dominica have agreed, in accordance with the provisions of the Vienna Convention on Diplomatic Relations of 1961 and international practice, to exchange ambassadors as soon as possible, and to provide each other, on a reciprocal basis, with all the necessary assistance for the establishment and performance of functions of embassies in their respective capitals.
