On March 23, 2006, Chinese Vice President Zeng Qinghong held talks with his Brazilian counterpart Jose Alencar in the Great Hall of the People. Both sides exchanged views on further developing bilateral relations, as well as international and regional issues of common interest and reached broad consensus.
Zeng made highly positive comments on the development of bilateral relations. He said that since the establishment of diplomatic ties between both sides, in particular the establishment of their strategic partnership in 1993, bilateral relations have witnessed all-round development. As large developing nations, both sides shoulder the common task of developing their respective countries and promoting common progress of mankind and share broad common interest. Both sides enjoy broad prospect for enhanced cooperation. The Chinese side was delighted with the achievements of bilateral relations.
Zeng pointed out that the successful exchange of visits between President Hu Jintao and President Lula in 2004 has strongly pushed for the development of bilateral relations. China would like to work with Brazil to push both countries to make new headway in the following four aspects. First, to maintain bilateral high-level exchanges and build up mutual political trust for deepened understanding and expanded consensus. Second, to give a role to the China-Brazil High-level Coordination and Cooperation Committee according to the guiding principle established by the heads of state of both countries, conduct an overall planning and steadily advance all-round and orderly development of bilateral cooperation in the areas of politics, economy & trade, science & technology and culture. Third, to continuously explore new cooperation areas and growth points. Fourth, to strengthen coordination and cooperation in the United Nations (UN) and other international and regional organizations and jointly safeguard the interest of developing nations.
Alencar agreed with Zeng's comments on bilateral relations and his suggestions on furthering such ties. He indicated that Brazil is the largest country in Latin America, while China the largest one in Asia. Both sides have remarkable advantages in strategic cooperation. In the past decade, especially since their heads of state exchanged visits in 2004, both sides have witnessed fruitful cooperation in all areas and rapid bilateral trade growth, for which the two governments have made positive efforts. Both sides enjoy huge potential for enhanced cooperation. It is a strong aspiration of the Brazilian government and people to further give play to complementary advantages and push for steady and in-depth development of bilateral cooperation in various areas. Brazil would like to make joint efforts with China to strengthen exchanges of high-level visits and take the launch of Brazil-China High-level Coordination and Cooperation Committee as an opportunity to expand cooperation in the areas of aviation, information, agriculture, culture and education while strengthening cooperation in the traditional fields of economy, trade, science and technology. Brazil would also like to work with China to offer a sound cooperative platform for both sides to enhance exchanges and cooperation with the region where the other party lies and build bilateral strategic partnership into a model of South-South cooperation with broader and richer connotation.
Alencar reaffirmed Brazil's resolute support of the one-China principle and support of China's early peaceful reunification.
Following the talks, Zeng and Alencar jointly attended the signing ceremony of the agreement on information and communications cooperation and other bilateral documents.
Prior to the talks, Vice President Zeng held a welcome ceremony for Vice President Alencar's visit to China in the North Hall of the Great Hall of the People. Vice Chairman Raidi of the Standing Committee of the National People's Congress, Vice Chairman Zhang Rongming of the National Committee of the Chinese People's Political Consultative Conference and other officials attended the welcome ceremony.
