On August 22, 2017 local time, Member of the Standing Committee of the Political Bureau of the CPC Central Committee and Vice Premier Zhang Gaoli, who was visiting Kuwait upon invitation, met respectively in Kuwait City with Emir Sabah Al-Ahmad Al-Jaber Al-Sabah, Prime Minister Jaber Al-Mubarak Al-Hamad Al-Sabah and, First Deputy Prime Minister and Minister of Foreign Affairs Sabah Al-Khalid Al-Hamad Al-Sabah of Kuwait.

When meeting with Emir Sabah Al-Ahmad Al-Jaber Al-Sabah, Zhang Gaoli first conveyed warm greetings and sound wishes from President Xi Jinping. Zhang Gaoli said that China and Kuwait are good friends who trust each other and good partners with sincere cooperation. The Kuwait Vision 2035 proposed by His Highness the Emir is highly consistent with the "Belt and Road" initiative put forward by President Xi Jinping. The two sides should strengthen the integration of development strategies, so as to achieve advantage complementarity and boost common development.

Zhang Gaoli expressed that both sides should expand cooperation in areas including energy, finance, transportation and project contracting. China is willing to take Kuwait's Silk City and the Five Islands development projects as a docking point in jointly building the "Belt and Road" and support Kuwait's national economic transformation.

Emir Sabah Al-Ahmad Al-Jaber Al-Sabah asked Zhang Gaoli to convey his warm greetings and good wishes to President Xi Jinping. He said that China is a trustworthy cooperative partner of Kuwait. Kuwait-China relations have enjoyed sound development since the establishment of bilateral diplomatic relations. Kuwait is satisfied with the cooperation level in various fields between the two countries and will firmly stick to the policy of enhancing cooperation with China. Kuwait supports and stands ready to actively participate in China's "Belt and Road" construction and supports China in playing a more constructive role in international and regional affairs.

When meeting with Prime Minister Jaber Al-Mubarak Al-Hamad Al-Sabah, Zhang Gaoli conveyed warm greetings and best wishes from Premier Li Keqiang. He said that China and Kuwait enjoy profound traditional friendship with the ancient Silk Road as the historical bond. During the visit to China in 2014, His Highness reached a series of important consensus with President Xi Jinping and Premier Li Keqiang, strongly pushing forward the development of bilateral relations. Over the past three years, the results of His Highness's visit to China have been implemented one by one and cooperation between both sides in various fields has been progressing steadily. The two sides should strengthen exchanges and mutual visits between the two governments, legislative bodies and local organizations, promote the Silk City and Five Islands development projects and advance bilateral practical cooperation. China is willing to establish a long-term and stable relationship on energy supply and demand, deepen energy cooperation, strengthen cooperation in investment and financing and support Kuwait to build a financial and trade center in the Gulf region. China welcomes Kuwaiti companies to invest in China and will continue to encourage competitive Chinese enterprises to do business in Kuwait.

Jaber Al-Mubarak Al-Hamad Al-Sabah asked Zhang Gaoli to convey his warm greetings and best wishes to Premier Li Keqiang. He said that Kuwait cherishes its traditional friendship with China and is willing to dock the Silk City and Five Islands development projects with China's "Belt and Road" initiative. Kuwait welcomes China's full participation in Kuwait's national and economic development, so as to build a solid foundation for Kuwait-China friendship in the new era.

When talking with First Deputy Prime Minister and Minister of Foreign Affairs Sabah Al-Khalid Al-Hamad Al-Sabah, Zhang Gaoli said that China-Kuwait relations have sustained stable development since the establishment of diplomatic relations 46 years ago. China attaches great importance to developing its friendly cooperative relations with Kuwait, stands ready to maintain exchanges at all levels with the country and continues to offer support on issues involving each other's core interests and major concerns. The two sides should strengthen the integration of development strategies and sort out complementary projects. Both countries should take energy cooperation as the pillar and build a long-term and stable energy partnership integrating the upstream and downstream industries. The infrastructure construction should be promoted as well. China is willing to encourage Chinese enterprises to actively participate in related projects of Silk City and Five Islands projects including railway, port, road, bridge and housing. China and Kuwait should intensify people-to-people and cultural cooperation and promote communication and exchanges between media, think tank experts, non-governmental organizations. We should promote the negotiation on China-Gulf Cooperation Council Free Trade Area so as to promote bilateral trade facilitation.

Sabah Al-Khalid Al-Hamad Al-Sabah said that Kuwait is proud to be the first Gulf country to establish diplomatic relations with China. Kuwait has always adhered to the one-China policy and upheld the same stance with China on major international and regional issues. Kuwait will be committed to implementing the already signed bilateral agreements, in a bid to make bilateral cooperation more practical and dynamic.

After the meeting, both sides jointly witnessed the signing of cooperation documents in fields related to the "Belt and Road" construction, housing and culture.
