Li Qiang Holds Talks with French Prime Minister Élisabeth Borne

On the morning of June 22, 2023 local time, Premier Li Qiang of the State Council held talks in Paris with French Prime Minister Élisabeth Borne.

Li Qiang said that both China and France adhere to independence, and are committed to maintaining a balanced and stable international order and advancing world peace and development. Not long ago, President Xi Jinping had in-depth exchanges with President Emmanuel Macron, providing strategic guidance for the development of China-France relations. Li Qiang said that his visit to France this time is aimed at working with France to implement well the important common understandings reached between the two heads of state and push forward the high-level development of China-France relations.

Li Qiang pointed out that China is ready to work with France to uphold mutual benefit, promote the balanced development of bilateral trade, expand two-way market access, continuously improve the business environment, expand cooperation in emerging areas, and make the pie of common interests even bigger, to take practical cooperation between the two countries to a new level. Both sides need to continuously tap into the potential for cooperation in such fields as green development, scientific and technological innovation and digital trade, help both countries achieve their "carbon peaking and carbon neutrality" goals, and enhance the quality and efficiency of bilateral economic and trade cooperation. China and France will mark the 60th anniversary of the establishment of diplomatic relations, the China-France Year of Culture and Tourism, and the Paris Olympic Year next year, and the two sides should take this opportunity to create a new height in people-to-people and cultural exchanges between the two countries.

Li Qiang said that in recent years, China and France have played an important leading role in addressing global challenges through close communication and coordination, and China stands ready to step up cooperation with France on such issues as climate, food and debts, to support each other in international affairs and to implement well the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative together, so as to contribute to world peace, security, stability and prosperity in the long run.

Li Qiang emphasized that China always regards the European Union (EU) as an important pole in a multi-polar world. Strengthening cooperation between China and Europe is a strategic choice based on the respective interests of the two sides, which is not targeted at, subjugated to or controlled by any third party. China is ready to strengthen macro policy coordination with the EU to create conditions for long-term and stable cooperation between the two sides. Li Qiang expressed his hope that France will continue to exert its positive influence and encourage Europe to form more objective and rational perception of China and China policies, and to make "win-win cooperation" the main theme of China-Europe relations.

Élisabeth Borne said that France and China have frequent exchanges and close cooperation. France is committed to working with China to earnestly implement the important common understandings reached between the two heads of state, and continuously deepen the France-China comprehensive strategic partnership. The two sides need to work to ensure the success of the France-China Strategic Dialogue, High-Level Economic and Financial Dialogue, and High-Level Dialogue on People-to-people Exchanges. The two sides also need to take the 60th anniversary of the establishment of diplomatic relations between the two countries, the Year of Culture and Tourism, and the Paris Olympic Games next year as an opportunity to strengthen people-to-people and cultural exchanges. France would like to participate in China's high-quality development, appreciates the positive signal China has continuously sent about expanding opening up, and will not take discriminatory measures against Chinese enterprises. France is ready to deepen cooperation with China in such fields as trade, investment, aviation, agriculture and food, green development, and healthcare, and join hands to respond to climate change and other global challenges. France welcomes Chinese enterprises’ investment. The EU adheres to strategic autonomy, and does not support decoupling or severing industrial and supply chains.

After their talks, Li Qiang and Élisabeth Borne jointly witnessed the signing of a number of bilateral cooperation documents in such fields as aviation, space research and nuclear energy.

Before the talks, Élisabeth Borne held a grand welcome ceremony for Li Qiang at the Hôtel National des Invalides. The national flags of China and France were hoisted at the Esplanade des Invalides, and the military band played the national anthems of China and France. Accompanied by Élisabeth Borne, Li Qiang reviewed the French Republican Guard.
