Premier Wen Jiabao Holds Talks With Prime Minister Baldwin Spencer

On November 17, 2004, Premier Wen Jiabao of the State Council held talks with visiting Prime Minister of Antigua and Barbuda Baldwin Spencer at the Great Hall of the People and the two sides reached broad consensus on strengthening friendly, mutually beneficial cooperation between the two countries.

Wen Jiabao said that since the establishment of China-Antigua and Barbuda diplomatic ties 21 years ago, mutual political trust between the two countries has continuously deepened and bilateral cooperation in economy, trade, culture and human resources development has been effective. China appreciates the government of Antigua and Barbuda for adhering to the one-China policy and acknowledging China's full market economy status.

Wen Jiabao said that both China and Antigua and Barbuda are developing countries and strengthening friendly cooperation is in the fundamental interests of the two peoples. The Chinese government cherishes the traditional friendship between the two countries and would like to work along with Antigua and Barbuda to jointly build long–term and stable cooperative relations. To this end, Wen Jiabao made the following proposals. First, the two sides should keep closer personnel exchanges and conduct exchanges of visits between personnel at all levels and in various fields. Second, the two sides should expand bilateral trade and investment and encourage enterprises of the two sides to carry out broad cooperation. Third, the two sides should strengthen cultural exchanges to enhance mutual understanding and friendship between the two peoples. Fourth, the two sides should strengthen cooperation in tourism. Fifth, the two sides should strengthen consultation and cooperation in international affairs in a bid to jointly safeguard the legitimate rights and interests of developing countries.

Spencer agreed to Wen Jiabao's comments on bilateral ties and proposals on developing such ties. He said since the establishment of their diplomatic ties 21 years ago, the two countries have always maintained friendly relations. He reaffirmed the government of Antigua and Barbuda will continue following the one-China policy and thanked China for offering tangible help to his country over the years, noting that his country stands ready to further strengthen friendly cooperation with China in economy, trade, culture, tourism and sports and support China's development and its efforts to intensify friendly relations with Caribbean countries.

Following the talks, Wen Jiabao and Spencer jointly attended the signing ceremony between the two governments. The two sides signed two documents including the Agreement on Economic and Technological Cooperation between the Government of the People's Republic of China and the Government of Antigua and Barbuda.

Prior to the talks, Wen Jiabao held a welcome ceremony for Spencer's visit to China at the North Hall of the Great Hall of the People. Present at the ceremony were Executive Deputy Chairwoman of the Central Committee of the Taiwan Democratic Self-Government League Lin Wenyi, Vice Foreign Minister Dai Bingguo and some other officials.
