On November 2, 2017, Foreign Minister Wang Yi held talks with Deputy Prime Minister and Minister of Foreign Affairs Pham Bình Minh of Vietnam in Hanoi.

Wang Yi said that General Secretary and President Xi Jinping will travel to Vietnam for the Asia-Pacific Economic Cooperation (APEC) Economic Leaders' Meeting and pay a state visit to Vietnam at invitation. This will be the first visit of China's top leader after the 19th National Congress of the Communist Party of China (CPC) and the most important political agenda for China-Vietnam relations this year. My visit to Vietnam is to make further political preparation for this important strategic communication between the leaders of the two parties and the two countries. It is hoped that the visit would make clear the development direction of relations between both parties and countries in the next period and make a top-level design for China-Vietnam comprehensive strategic cooperative partnership, so as to provide a guideline for practical cooperation in various fields among all departments between the two countries. It is believed that this visit would consolidate the political and strategic mutual trust between both sides, consolidate the public opinion foundation of friendship between both countries, dock development strategies of both countries, and jointly promote the construction of the "Belt and Road" initiative, thus achieving mutual development and prosperity for the two countries.

Wang Yi said that China actively supports Vietnam in well holding the annual APEC Economic Leaders' Meeting this year, hoping it will carry forward the crucial achievements of the Leaders' Meeting held in Beijing and make new progress on the basis of the previous consensus. Confronted with the current international situation, China will continue to advocate an open world economy, safeguard the multilateral trade system, promote the building process of the Free Trade Area of the Asia-Pacific, and send a positive signal to the outside.

Pham Bình Minh said that after the 19th CPC National Congress, the destination of the first visit of China's top leader was Vietnam, which fully demonstrated that China attaches great importance to Vietnam-China relations. Vietnam cherishes the friendly relations between Vietnam and China and will receive General Secretary and President Xi Jinping with the highest standard. Vietnam is ready to work hand in hand with China to ensure a successful visit and make strategic plans and overall deployment for Vietnam-China relations in the next phase, thus making the visit a new milestone in the exchange history of the two parties and the two countries. The Vietnamese side thanks China for supporting the country as the host of this year's APEC. It is believed that with the support of China, the meeting will certainly make new contributions to promoting the process of regional economic integration. The international community pays close attention to President Xi Jinping's visit to Da Nang and expects President Xi Jinping to make interpretation on the spirit of the 19th CPC National Congress, introduce China's development trend and chart the course for Asia-Pacific cooperation in the future.
