On September 10, 2019, Director-General of the Policy Planning Department of the Foreign Ministry Liu Jinsong met with a nine-member study group headed by François Loos, former Minister Delegate for the Ministry of Higher Education, Research and Innovation of France. Members of the study group include former French Ambassadors, university professors, financial experts, international relations scholars and chief editors of magazines.
