On December 12 and 16, 2019, Director-General of the Policy Planning Department of the Foreign Ministry Liu Jinsong travelled to Seoul and Tokyo to respectively hold the Director-level consultation on foreign policies between the Chinese and ROK Foreign Ministries with Lee Jun-ho, Director-General for Strategy of the Ministry of Foreign Affairs of the ROK, as well as between the Chinese and Japanese Foreign Ministries with Shigeo Yamada, Director-General of the Foreign Policy Bureau of the Ministry of Foreign Affairs of Japan. They exchanged views on international and regional situation, respective foreign policies and other topics of common interest. Deputy Foreign Minister Kim Gunn of the ROK met with Director-General Liu Jinsong and his delegation. Senior diplomats from the Chinese Embassy in the ROK and the Chinese Embassy in Japan were present.

Director-General Liu Jinsong expressed, in the current world facing turbulence and profound shifts in the relations between major countries, people of all countries wish for peace and stability. China's diplomacy follows Xi Jinping Thought on Diplomacy, promotes the building of a community with a shared future for mankind and the building of a new type of international relations, and adheres to a neighborhood policy of amity, sincerity, mutual benefit and inclusiveness, as well as extensive consultation, joint contribution and shared benefits in the Belt and Road Initiative. China implements major-country diplomacy with Chinese characteristics, and plays its role as a builder of world peace, a contributor to global development and a defender of the international order. The Chinese side is willing to strengthen communication on foreign policies with the ROK side and the Japanese side, enhance mutual understanding, and safeguard multilateralism and free trade, so as to play a constructive role for regional peace, stability and development. Liu Jinsong also briefed on the Chinese side's position on issues related to Hong Kong, Taiwan and Xinjiang.

The ROK side expressed the willingness to work with the Chinese side to safeguard the rules of multilateralism and international order, and worried about putting one's own interests above the common interests of all other countries. The ROK side does not believe that the Belt and Road Initiative will lead to "debt trap". The ROK side stands ready to actively seek convergence between its own development strategies and the Belt and Road Initiative, and explore third-party cooperation.

The Japanese side expressed its willingness to work with the Chinese side and other countries to safeguard the current international order. Japan advocates openness and inclusiveness, agrees with the building of high-quality and high-standard connectivity projects, and attaches importance to the Chinese side's role in the Korean Peninsula nuclear issue. The Japanese side reiterates its adherence to the position on the Taiwan question as stated in the Japan-China Joint Declaration in 1972, and its respect to the Chinese side's "one country, two systems" policy on the Hong Kong issue.
